Ruth Jazmin Aguiar is a policy advisor and strategist specializing in cannabis regulation, economic development, and community engagement. She currently serves as the Emerging Markets Consultant for Los Angeles City Councilmember Imelda Padilla (District 6), where she provides oversight on cannabis policy, the East San Fernando Valley Light Rail project, and revitalization efforts along the Van Nuys Corridor.
In this role, Jazmin reviews and analyzes cannabis-related motions before the Los Angeles City Council, the Department of Cannabis Regulation, and the Cannabis Regulation Commission. She has supported the development of equitable reforms, including tax relief, fee waivers, and technical assistance programs for Social Equity operators. She also works closely with stakeholders, community organizations, and city departments to ensure that policy decisions reflect the needs of cannabis businesses and the communities they serve.
Beyond cannabis regulation, Jazmin manages corridor-wide assessments and business support initiatives to mitigate the impacts of Metro construction and expand economic opportunities for small businesses. She integrates cannabis policy expertise with on-the-ground community engagement, bridging the gap between emerging industries and local government.
Jazmin is the CEO of Creatrix Management Group, a consulting firm that partners with governments, businesses, and community organizations on compliance, policy, and emerging-market strategies. She brings more than a decade of experience in public affairs, government relations, and advocacy to her work building equitable and sustainable markets.
