Caroline Henry joined Buckeye Relief in 2020 and serves as Vice President, Government Affairs charged with representing the company before the Ohio Division of Cannabis Control. In this capacity Henry worked with the Coalition to Regulate Marijuana Like Alcohol to successfully bring adult use marijuana to the Ohio ballot in 2023. She has served as co-chair of the Ohio Cannabis Coalition’s (OHCANN’s) Policy Committee since its inception in 2019. As co-chair Henry represents the licensed marijuana industry on issues related to legislative initiatives, rule changes and program guidance. In 2025 Henry was awarded the Advocate of the Year award by the American Trade Association for Cannabis and Hemp for her state and federal policy work.
Prior to marijuana, Henry worked for ten years in the renewable energy sector covering grant writing, legislative initiatives, regulatory affairs and marketing. Henry served two terms on the Board of Directors of the American Biogas Council where she co-chaired the Federal Policy Committee for the organization, focusing on championing improvements to federal grant programs like the USDA Rural Energy for America Program and the USEPA Renewable Fuel Standard, as well as advocating on statewide topics including Ohio’s Renewable Portfolio Standard. When she left the company in 2018, she had successfully secured more than $23M in state and federal grants for the construction of new projects. Henry got her start in the marijuana industry writing winning Level 1 cultivation and processing applications when Ohio’s medical program started in 2017.
Henry holds a BS in Political Science from Transylvania University in Lexington, Kentucky. She resides in Cleveland, Ohio with her husband and two children.
